Queues and scheduler: work in the background

Sending emails and other long tasks do not hold up the visitor: they go into a queue and run in the background. If a task fails, the engine retries it later.

Regular jobs, such as clearing old data, run on the scheduler's timetable. All of it is visible in the panel, with no command line.
